Usher

I think this is Usher performing at the Billboard Awards show, but I'm not sure. I can't stand Usher. I think he's the cheesiest dude on the planet, and that "Confession" song is just the worst. Still, kids love him, and I think his choice of footwear in this photo is interesting. I'm guessing that they are Nike Air Force I, but I'm not sure.
